A: There are a number of services and they vary dependent upon individual circumstances and veteran status. It is advisable to contact the following to determine what applies:

Q: What services are available through the Veterans Administration Healthcare Network of Upstate New York?

A: The Veterans' Administration Healthcare Network of Upstate NY offers veterans nursing home care, dementia care, homemaker home health aid services, adult day care, (both in-house and contract), hospital based primary care, community nursing home care, respite care, and hospice services. There is shuttle bus service from Bainbridge Outpatient Clinic to Albany Stratton VA Medical Center providing contract transportation to eligible veterans.

Q: What is Veterans' Administration Healthcare Network of Upstate NY respite care?

A: The veteran is typically admitted to the Medical Center for a brief stay of one to two weeks, is available for up to four weeks per calendar year, and is planned in advance.

Q: Are there specific admission criteria for the New York State Veterans' Home at Oxford?

A: Persons considering admission to the New York State Veterans' Home at Oxford must require skilled nursing care. The Veterans' Home is certified for Medicare and Medicaid and the person:

1. Must have entered active duty from New York State or be a resident of New York State for one year prior to admission.

2.  Veterans must have been discharged under honorable conditions and have served at least 30 days on active duty. (Preference is given to wartime veterans).

3.  Spouse may be admitted to the home with an eligible veteran if married 1 year prior to application and may remain as long as he or she needs skilled nursing care.

4. Must be a Widow(er) or Parent of an eligible veteran or a Gold Star Parent.

Q: Does the New York State Veterans' Home at Oxford provide Rehabilitation Services?

A: Yes, a full range of rehabilitative services are available and residents are assessed for services at the time of admission. Medical, Nursing, Social Work, Dietary and Rehabilitative staff members assess each resident's ability to return to the community and coordinate services and arrange for equipment and other needs as indicated.

Q: Do I have to enroll to receive Veterans' Administration health care?

A: Veterans must be enrolled to receive Veterans' Administration health care..

1.   If you are seeking care for a Veterans' Administration -rated service-connected condition only

2.   If the Veterans' Administration has rated you with a service-connected disability of 50% or more

3.   If less than one year has passed since you were discharged for a disability that the military determined was incurred or aggravated in the line of duty, but that Veterans' Administration has not yet rated

Q: What is a Veterans' Administration service-connected rating, and how do I establish one?

A: A service-connected rating is an official ruling by the Veterans' Administration that your illness/condition is directly related to your active military service. Service-connected ratings are established by Veterans' Administration Regional Offices located throughout the country.

Q: Assuming I qualify for nursing home care, how is it determined whether the care will be provided in a Veterans' Administration facility or a private nursing home at Veterans' Administration expense?

A: The Veterans' Administration pays the community nursing home costs for a very limited time allowing the patient/family to apply for alternate payment sources such as Medicaid.  If admitted to a community nursing home, under very specific circumstances, the VA may pay for the cost of care.

Q: For veterans who do not qualify for indefinite nursing home care at Veterans' Administration expense, what assistance is available for making alternative arrangements?

A: When the need for nursing home care extends beyond the veteran's eligibility, Veterans' Administration social workers will help family members identify possible sources for financial assistance. Veterans' Administration staff will review basic Medicare and Medicaid eligibility and direct the family to the appropriate sources for further assistance, including possible application for additional Veterans' Administration benefit programs.
