A trained staff person offers older adults unbiased health insurance counseling through the Health Insurance Information, Counseling, and Assistance Program (HIICAP). Assists in understanding health insurance policies, especially as they relate to Medicare, claims, appeals, supplemental insurance options, retiree plans, EPIC and other prescription drug coverage options, and long-term care insurance. Free counseling by appointment. Speaker and educational materials on the topics listed above are available. Free service.

Medicaid provides payment directly to medical care providers, health care professionals, hospitals, and institutions for needed medical care and services to eligible persons. Supplemental Security Income (SSI) recipients’ Medicaid matters are handled at Medicaid ID cards are issued for all eligible persons in household.

The Delaware County Veterans Service Agency is designed to answer veterans’ benefit questions, provide direct assistance in completion of application forms, and make referrals to other agencies and serve as a veterans’ advocate and representative when needed.

Pharmaceutical Patient Assistance Programs help persons without prescription coverage obtain prescription medication for chronic health conditions at little/no cost. Helps client apply for these programs. This is not an emergency program.
